Stream Gage Improvement Program (CalSIP) Assistance

The California Department of Water Resources (DWR) is offering funding through the Stream Gage Improvement Program (CalSIP) to help public entities enhance stream gage infrastructure and bridge data gaps. Public agencies can receive technical assistance at no cost to upgrade, reactivate, or install surface water monitoring stations. A key requirement is that all data must be telemetered to the California Data Exchange Center (CDEC).

CalSIP Funding Requirements

To qualify for CalSIP funding, public agencies must:

  • Submit a short survey and location via an online map, followed by an application questionnaire.
  • Applications are reviewed monthly, with a final deadline of 5 p.m. on the last business day of each month.
  • Preference is given to projects offering long-term operations and maintenance beyond the funding period.

Stream Gage Project Requirements:

  • The useful life of a stream gage is typically five years or more.
  • A minimum operation duration of one water year (October 1–September 30) is required.
  • Telemetered data must be decoded and posted on CDEC following guidelines in the “Stream Gage Operations Reference Document.”
  • Annual data certification by a Professional Engineer (P.E.) is required.

Potential funded projects include:

  • New stream gage installations or upgrades to existing stations
  • Reactivating historical stream gages
  • Integrating stream gage data into public databases
  • Purchasing and installing stream gaging equipment
  • Maintenance and operation of gages installed under CalSIP
  • Real-time data publication for public viewing
  • Data certification by a qualified licensed civil engineer or hydrologist, no less than annually

CalSIP funding is available to the following public entities:

  • Counties, cities, and community service districts
  • Irrigation, flood control, and reclamation districts
  • Groundwater sustainability agencies, school districts, colleges, and universities
  • Federally recognized Tribes
